US miltary 'buys' peace in Iraq

According to a media report, the US military is paying tribal leaders in Iraq to secure their loyalty and ensure peace. However critics are of the opinion, that empowering local strongmen is resulting in the creation of a warlord state with tribal and religious leaders operating independently and at times, unconstitutionally.
