China said that there were 'different views' about the 123 neclear deal between the United States and India and called for such deals to stay in line with international safeguards. As per the 123 Agreement, the deal between New Delhi and Washington would offer India US fuel and reactors while allowing it to stay out of the nuclear Non-Proliferation Treaty.

The leader of the Opposition L K Advani, who had earlier gone on record saying that the BJP will have “no problem with the 123 Agreement” if the UPA government can bring an amendment in the domestic Atomic Energy Act to protect India’s strategic independence, came under fire from his party colleagues. As a result he did an about turn by calling for renegotiation of the Agreement.

The senior officials of the Bush administration in the US have avoided publicly commenting on the furore in the Indina Parliament over the India-US civilian nuclear agreement, but have unofficially ruled out re-negotiations. An official asserted, "One thing that is absolutely clear is that there will be no re-negotiation of either the Hyde Act or the 123 Agreement".

The CPM said that it had a problem with the 123 agreement which established the primacy of the US law on operationalising the nuclear deal. It also dismissed a link between supporting the UPA government and its opposition to the Indo-US nuclear deal. Sitaram Yechury said in an interview : "There is no link-up between the government falling and the issue of the operationalisation of the deal," ~

The US has ruled out renegotiating the 123 Agreement with India in the light of demands that the agreement be worked out afresh. The US Under Secretary Nicholas Burns said :"We cannot renegotiate it because the (123) Agreement is done. Neither government wishes it to be renegotiated because it is now complete".

The Atomic Energy Commission Chairman Anil Kakodkar said that the 123 Agreement did not prohibit nuclear tests. Kakodkar said that there was no specific mention of the testing in the draft part but asserted there was a provision for cessation and termination of the agreement.

The US has issued a statement that the civilian nuclear deal with India will be ‘terminated’ in the event that New Delhi were to conduct an atomic test. The US spokesman said:"The proposed 123 agreement has provisions in it that in an event of a nuclear test by India, then all nuclear cooperation is terminated".
